Bruce Reynolds, CHMM

After completing my BS degree in Chemistry, I joined the Navy and became a Nuclear Submarine Engineering Officer where I learned the importance of teamwork in completing the mission. Since then I have provided client focused services and business management to multiple companies before settling at Tidewater in 2006, where the philosophy of being the best service provider with a focus on clients and maintaining the best teams in the industry has been a perfect match for my goals.

I have over 30 years’ experience managing businesses, projects and most importantly people. As Operations Manager of Tidewater, Inc. since 2008, I have provided operational over site of five Tidewater divisions, including environmental, radiological, construction, facilities management and industrial hygiene; for the past 8 years.

Dr. Bandula Wickramanayake, PhD, PE

Senior Vice President Strategy

I have over 28 years of experience implementing Environmental Services, Compliance, Remediation, and Technology Projects. 17 years of experience managing DoD and EPA contracts totaling over $230M. Understands DoD, Navy, and Marine Corps environmental policies/requirements.

My experience includes managing over 400 FFP, CPAF, CPFF, and T&M TOs as Program Manager. Project management experience with industrial/commercial clients. In-depth experience in Materials Handling and Waste Management including Treatment and Disposal per RCRA, TSCA, and CERCLA. Strong working knowledge in environmental regulations including CWA, NEPA, CAA, and UST. Experience with regulatory negotiations. Leading roles in innovative technology development, testing, and implementation.

I have authored/co-authored several DoD guidance documents including Bioslurping, Biopiles, Air Sparging/SVE, and Remedy Optimization. I have also authored over 40 environmental science and engineering publications as peer-reviewed technical papers, monographs, proceedings, and books. I served on ASTM, ASCE, and WPCF committees on remediation and water/wastewater treatment.

Keith Fields, PE, PMP

I have been employed by Tidewater since 2011. Prior to working at Tidewater I worked for Battelle Memorial Institute in Columbus, Ohio. I graduated from the Ohio State University in 1996 with a degree in Civil Engineering. I have worked for over 20 years on Federal Government remediation and compliance projects.

Jim Abbott, PMP

Vice President Infrastructure Product Line and Manager Facilities Division

I joined Tidewater in 2011 and serve as the Facilities Division Manager. In this role, I am responsible for leading a $10M annual line of business and manage/co-manage four offices and over 40 personnel Nationwide. I serve as Contract/Program Manager on 12 Department of Defense (DoD) facility maintenance contracts, simultaneously across 135 locations. In addition, I also support coordination of additional large-scale maintenance contracts for Housing and Urban Development (HUD) and US Army Medical Command (MEDCOM). The HUD work alone spans over 3,000 locations across a wide geographic area in the Southeast. Tidewater’s MEDCOM work includes facility maintenance/construction and program support at over six international locations. Finally, I am a Lead Advisor for Facility Maintenance and Management (FMM) Plus©, Tidewater’s Centralized Maintenance Management System (CMMS) solution.

Before joining Tidewater, I spent 20 years at Battelle Memorial Institute in the environmental product line. Over the last 5 years of my career at Battelle, I was leading the munitions response and installation sustainability service areas.

I am married and have a 11-year old son. In my free time, I enjoy spending time with my family and friends. I volunteer my time with coaching youth sports and also serve as President of my neighborhood homeowners association. I enjoy playing tennis and golf.

Fergus Donaldson, PE, PMP

Vice President and Manager Construction Division

I have been with Tidewater for almost 10 years and serve as the Vice President in charge of Construction and Field Services out of our corporate headquarters in Elkridge, MD. In this role, I am responsible for construction contracts with Federal and Local Government clients with a value in excess of $50 million. I serve as the Contract/Program Manager on contracts for the USACE, NAVFAC, Department of State and GSA. Fergus is a registered professional engineer in the State of Maryland and I am a certified Project Management Professional

I have been providing construction management and engineering consulting services for more than 20 years. I have also worked on a broad array of projects including environmental remediation (including UXO and chemical ordinance removal), conventional construction, and design build services. I have worked on projects throughout the United States as well as in many countries overseas. In the late 90’s I managed several construction and remediation project in preparation for the 2000 Sydney Olympic Games in Sydney, Australia.

I am a native of Washington DC and still live in the area and I am an avid fan of the Capitals and Redskins. I am married and have 2 young boys. I love the outdoors and try to spend most of my free time hiking, biking, skiing, and camping. I currently serve as a Den Leader for my son’s Cub Scout troop.

Chris Johns, CPA

Assistant Controller

I have been a Certified Public Accountant since 2014 and have practiced in this industry since 2009. With a concentration in the Architecture and Engineering industry, accepting a position at Tidewater was a great fit for me.

I hold a Master’s degree in Accountancy but have a strong passion for personal finance. I enjoy personal finance as I want to show others the freedom that they achieve through living on less as they become less leveraged with the assets they use on a daily basis.

However, in my free time, I enjoy exploring the world of music with others who share the same passion. It does not matter which medium that one displays their musical talent but only their desire to create and show a bit of their soul in the process.

My only hope is that through my life, I continue to learn new things and always seek to challenge myself.

David Morrill, CFCM

Contracts Manager

I have been with Tidewater since 2009 as the contracts manager. My duties include supporting program and project managers in bidding on work, drafting teaming and joint venture agreements, writing subcontract agreements, and reviewing and negotiating prime contracts, task orders, and change orders. I also have experience drafting and supporting bid protests. I am a Certified Federal Contracts Manager and is instrumental in ensuring compliance with Tidewater’s contractual requirements.

Prior to joining Tidewater, I had over 25 years of progressing accounting and contracts management experience, including servicing as a financial controller for over 11 years. I also have over 20 years of Government contracts experience and over 10 years of property management experience.

I recently got married and reside in Virginia with my wife. I enjoy wine tasting, traveling, and hanging out with friends.

Sandee Goldstein

I have had the pleasure of working as the Human Resource/Payroll Manager for Tidewater since June 2014. I had previously worked for MARCOR Environmental for 10 years as the Office Manager for the Eastern Region. MARCOR and Tidewater have had a long working relationship and knowing the Management Team at Tidewater knew this would be a good fit and move in my career.

Vice President and Manager Radiological Division

I joined Tidewater in 2013 and serve as the VP for the Radiological Services Division. I have over 35 years of radiological experience covering several different aspects of radiation protection ranging from power reactors to the regulatory side with the Nuclear Regulatory Commission. In my role, I am charged with establishing Tidewater’s Radiological Services as one of the premier radiological contractors in the remediation and closure arenas.

I have resided in California since 1982 where I live with my wife of 31 years and our children. I enjoy spending time with my family, running, and playing golf in my spare time

Jon Schatz

Manager Industrial Health and Safety Division

I was born and raised in Maryland, where I lives with my wife Courtney and son Alexander. I graduated from the University of Maryland at College Park in 1986 with a B.S. in Astronomy/Physics. My career started as an Industrial Hygienist at Biospherics, Inc. of Beltsville, Maryland, where I conducted asbestos inspections, Phase I Environmental Site Assessments and Indoor Air Quality Studies for various public school systems and commercial clients. I also helped to teach EPA asbestos and lead-based paint Inspector courses.

In 1995, I accepted a position as an Environmental Specialist/Project Manager with Vornado/Charles E. Smith (which later became EMCOR Government Services) in Arlington, Virginia. In this role, I was part of the Environmental Services Department that provided support to the company’s commercial and multi-family residential portfolio. Services included various industrial hygiene and environmental sampling and analysis, as well as preparation of management plans to ensure compliance with Federal and state regulations. While working for EMCOR, I completed my M.S. in Environmental Management (2002) at the University of Maryland University College.

In 2005, I became a Project Manager at EFI Global, Inc., where I managed and conducted numerous building inspections for hazardous materials, occupational exposure assessments and indoor air quality investigations for various commercial clients and insurance companies.

I joined Tidewater, Inc. in 2011 as Manager of the Environmental Health & Safety and Industrial Hygiene Division. Services provided include a wide range of occupational safety, industrial hygiene and hazardous materials disciplines, as well as program management and regulatory compliance. Tidewater’s priority is to provide high-quality, legally defensible, consulting services that address the root cause of the building owner’s or manager’s problem in the most efficient and cost effective manner possible.

John Wykoff, PG

Vice President Environmental Product Line Integration

I am a Vice President at Tidewater and I have over 29 years of hands-on environmental consulting experience providing services to attorneys, governmental, commercial and industrial clients involved in litigation, compliance, transactional due diligence, and site investigation and cleanup. I also manage Tidewater’s drilling services group and I have a deep knowledge regarding GeoProbe tooling and its advantages for client environmental investigation and drilling projects.

My experience includes conducting site investigation and site remediation, and valuing environmental liabilities for the purposes of insurance cost recovery, environmental litigation, site investigation and remediation, financial disclosure, indemnification and allocation, and strategic environmental management. I also assist clients address complex compliance issues involving major federal and state statutes and implementing regulations covering site cleanup, hazardous-waste management, wastewater and storm water discharges, mobile and stationary source emissions, and product safety.

I am currently supporting the United States Army Corps of Engineers, Baltimore, New England and Kansas City Districts. These projects include a former landfill, a Nike site and a former naval air station underground storage tank. Project success is based on an in-depth knowledge of federal and state requirements; detailed understanding of the project facts and technical elements; and achieving project results ahead of schedule and under budget.

I also assist private clients on transactional due diligence, dispute resolution and compliance and product stewardship matters. I recently assisted a private client acquire and manage over 300 acres in the Maryland Department of Environment Voluntary Cleanup Program (VCP); assisted a private client and its counsel address issues regarding failure to warn and presence of landslides and impact on real property development; and assisted a client in listing of surface washing agent on the National Contingency Plan (NCP) Schedule for Oil Spill Response Products.

Clients look to me for my work ethic, integrity and desire to create high quality work products that achieve positive client outcomes.

Tidewater offers radiological training at our Elkridge facility or we can mobilize to your location. All training programs are specifically tailored to the client’s application and/or radioactive/hazardous material of concern. Each training program is preceded by a meeting with the client to assure that the training goals they wish to accomplish are well understood and addressed by the proposed training program. Our NRRPT Preparatory class has an over 80% passing rate for students who take the class.

This four-day course emphasizes the decision-making processes involved in the design and implementation of a MARSSIM-based decommissioning survey. Topics include an overview of radiological survey types in support of decommissioning, the data quality objectives process, selection and application of DCGLs, background reference area selection, survey instrument detection sensitivity, area classification, statistical design of surveys, measurement uncertainty, and performing statistical tests.

PHASE 1 ENVIRONMENTAL ASSESSMENTS

Phase I Environmental Site Assessments (Phase I ESA) are typically required by lending institutions prior to purchase or refinancing of a property. These studies are conducted in accordance with the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment (ASTM E 1527-13.) This standard is in compliance with the EPA’s All Appropriate Inquiry (40 CFR Part 312) under the Innocent Land-owner Defense. The goal is to research the history of the property and adjacent properties, as well as current operations to identify possible environmental liabilities associated with the site. Tidewater’s Environmental Scientists have conducted numerous Phase I ESAs for a wide range of private, commercial and state government facilities.

The research required for Phase I ESAs includes, but is not limited to, the following:

• Previous environmental reports for the property or structures on the property
• Reports of remediation of asbestos, radon, lead, or above/underground storage tanks
• Environmental permits (e.g., solid waste disposal permits, hazardous waste disposal permits, waste water permits, NPDES permits)
• Spill Prevention, Control, and Countermeasures Plans
• Notices from any government agency relating to past/current violations of environmental laws

HOWARD COUNTY DEPARTMENT OF HOUSING

Tidewater conducted a Phase I ESA of a series of abandoned residential structures in Jessup, Maryland prior to redevelopment of the sites by Howard County. While no recognized environmental conditions were identified, findings included fuel storage tanks, well casings, asbestos-containing materials, lead-based paint, and flooding with extensive mold contamination.

PHI QUINCE ORCHARD SUBSTATION UTILITY CORRIDOR

Tidewater conducted a Phase I ESA of the Riffle Ford Road/Darnestown Road utility corridor in Germantown, Maryland. The property consisted of multiple transmission line corridors improved by metal lattice transmission towers, electrical substations and emergency generators running on a general west-east/southeast axis from the Pepco Quince Orchard Substation 118.

SPCC PLAN DEVELOPMENT

Federal regulations (40 CFR 112) require facilities with fuel storage capacities of greater than 1,320 gallons for aboveground tanks or 42,000 gallons for underground storage tanks to develop and implement Spill Prevention Control and Countermeasures (SPCC) Plans to mitigate the potential for uncontrolled releases to the environment. The facility owner is responsible for reviewing and updating these plans every 5 years. Any amendments to the SPCC Plan must be certified by a Professional Engineer within six months after any changes to the facility’s design, construction, operation, or maintenance practices which change the potential for discharging oil into navigable waters. Tidewater’s Environmental Scientists and Professional Engineers are uniquely qualified to provide user-friendly SPCC plans to satisfy these laws.

SPCC Plans typically address the following topics:

• Existing tanks, their capacities and their contents
• Predicting Flow Rates, Direction, and Maximum Discharge Quantities
• Existing containments and diversionary structures
• Requirements for periodic inspections, tests, and record keeping
• Personnel Training and Fuel Delivery Procedures
• Countermeasures, spill response and notification procedures

DULLES DISCOVERY FACILITY

The Dulles Discovery Facility consists of approximately 135.82-acres in Herndon, Virginia. This facility has a combination of aboveground and underground fuel storage systems to provide adequate backup power to the building occupants in case of emergency. Tidewater prepared the full SPCC Plan following the addition of new tanks to the fuel storage system.

BELTSVILLE AGRICULTURAL RESEARCH CENTER (BARC)

BARC includes approximately 6,500 acres of land owned and operated by the U.S. Department of Agriculture. Tidewater prepared the initial SPPC plan which included 80 emergency generators, 21 aboveground storage tanks and 11 underground storage tanks containing heating oil, used oil, diesel, unleaded gasoline. The facility also had 68 transformers and five (5) voltage regulators.

REGULATORY COMPLIANCE INSPECTIONS

Compliance with the ever-changing regulatory environment is always a challenge for building owners and construction sites. The overlapping network of Federal, state and local laws can be inconsistent and confusing. Tidewater’s Environmental Scientists and Industrial Hygienists have decades of experience navigating the various regulatory agencies to clarify and ensure compliance for your job sites. Our experience ranges from public and private school systems, to commercial building owners, to work being conducted at various military and government facilities. Tidewater approaches these situations from the Client’s perspective, with an emphasis on providing plain language explanations and practical solutions. Common regulatory compliance challenges resolved by Tidewater include:

• Complaints filed with OSHA by workers or building occupants
• Periodic inspections and 3-year re-inspections for public and private school systems, as well as updates to AHERA Management Plans
• Reporting chemical spills or releases from above ground or underground storage tanks
• Periodic inspections and testing for fuel storage systems
• Preparing Operations and Maintenance Plans for asbestos and lead-based paint
• Inventories and program development for management of confined spaces

US COAST GUARD, AVIATION LOGISTICS CENTER

Tidewater provided full-time on base industrial hygiene support for Coast Guard activities in Elizabeth City, North Carolina. Duties included inspections of base operations for potential occupational safety and health issues, OSHA exposure assessments and sampling for heavy metals during aircraft repainting activities and noise assessments.

NATIONAL OCEANIC & ATMOSPHERIC ADMINISTRATION (NOAA)

Tidewater provides petroleum storage tank system management services, including annual UST catch basin testing, certified Underground Storage Tank (UST) systems inspections every three (3) years and tank tightness testing (TTT) services to verify the integrity of onsite USTs as required every five (5) years by the Maryland Department of the Environment.

OSHA EXPOSURE ASSESSMENTS

The Occupational Safety and Health Administration (OSHA) has established Permissible Exposure Limits (PELs) for workers in an occupational environment. These standards are enforceable by law. Other organizations, such as The American Conference of Governmental Industrial Hygienists (ACGIH®) and the National Institute for Occupational Safety and Health (NIOSH), also provide recommended guidelines for exposure to potentially hazardous contaminants. On construction sites and manufacturing facilities, testing is necessary to determine if the existing personal protective equipment (PPE) policies are adequate for the exposures encountered on the job site. Tidewater has the regulatory knowledge and experience to conduct this personnel monitoring to ensure regulatory compliance.

Common exposure assessments conducted by Tidewater have included:

• Asbestos
• Lead
• Silica
• Total and respirable particulate
• Noise/Sound
• Other chemicals released during application, curing or off-gassing of applied products

BN7 DATACENTER FACILITY

This exposure assessment was conducted to document that onsite soil stabilization activities during construction would not result in potentially hazardous airborne Calcium Oxide concentrations. Results were compared to the OSHA PEL, as well as the recommended guidelines from NIOSH and ACGIH.

MARRIOTT MARQUIS PROJECT

The construction of the Marriott Marquis Hotel was based on the renovation of the historic Plumbers Union Building in Washington, DC. LEED PRE-OCCUPANCY IAQ TESTING

Leadership in Energy and Environmental Design (LEED) guidance for new construction and major renovation require either a specific number of air changes in the renovation area prior to occupancy, or the collection and analysis of air samples to verify compliance with U.S. Green Building Council (USGBC) guidelines for reoccupancy. These samples are collected after completion of renovation activities, and completion of the move-in of furniture and other systems necessary for the planned occupancy. Each set of samples is collected per floor, per air handling area unit zone, per 20,000 square feet to verify acceptable IAQ readings. Tidewater has the experience to conduct this sampling on short notice and with expedited analytical turnaround to avoid delays in project completion. Sampling includes:

• Total Volatile Organic Compounds averaged over a 4 hour period using summa canisters. These samples are analyzed using EPA Method TO-15
• Airborne respirable particulate by data-logging over a 4-hour period to obtain average concentrations
• Formaldehyde samples are collected using passive monitoring badges over a 4-hour period
• Carbon monoxide (CO) by data-logging over a 4-hour period to obtain average concentrations
• Sampling for 4- Phenylcyclohexene (4-PCH)
• All samples are analyzed by an AIHA-accredited Laboratory

H.J. PATTERSON HALL – UNIVERSITY OF MARYLAND

Beginning in July 2015, major renovations began at the H.J. Patterson Building on the campus of the University of Maryland at College Park. In compliance with LEED Guidelines (2009), Tidewater provided Pre-occupancy Air Quality testing at the completion of work on the four floors of the building to ensure proper indoor environmental conditions.

INTERNATIONAL MONETARY FUND

The IMF Headquarters I Building in Washington, DC consists of approximately 1.9 million gross square feet of building space. In 2013 a major renewal project began for the entire building, which is LEED Gold certified. When necessary, Tidewater provides full pre-occupancy air testing, often with very tight sampling windows and expedited laboratory turnaround times.

DRINKING WATER SAMPLING

Sampling of potable drinking water is usually conducted following significant renovation or periodically to ensure compliance with the EPA Primary and Secondary Drinking Water Standards. Sampling usually involves flushing the selected taps the evening prior to sampling, and then collection of the first water out of the taps the following morning. The EPA also recommends sampling of additional “flush” samples from the taps for more detailed analysis to show contaminant levels further back in the piping from the taps. Tidewater has field hygienists who are trained and experienced conducting drinking water sampling for EPA and state regulatory compliance. We also have hygienists who are Maryland-licensed for potable drinking sampling. Common sample analyses include:

ARCHITECT OF THE CAPITAL – WASHINGTON, DC

Tidewater conducts annual lead-in-drinking water sampling at Architect of the Capital facilities in the Washington DC Metropolitan area for compliance with EPA National Primary Drinking Water Regulations. The buildings that are sampled include the Capital Power Plant, the U.S. Senate Office Buildings, U.S. Supreme Court and Security Programs Offices.

INTERNATIONAL MONETARY FUND

Since 2012, Tidewater has provided IDIQ industrial hygiene services to The Fund in support of their facilities in Washington, DC. Annual tasks under this contract include drinking water sampling of representative taps to determine concentrations of lead and copper in their facilities. Samples are also collected for the presence/absence of total coliforms and E. coli.

INDOOR AIR QUALITY

Indoor Air Quality (IAQ) or Indoor Environmental Quality (IEQ) investigations and sampling remain one of the hottest issues in workplace occupational safety today. Tidewater has Certified Industrial Hygienists and Indoor Environmental Technicians with over 20 years of experience to help solve your occupant complaint problems. Our approach to addressing IAQ investigations is to design the scope of work to provide the best opportunity to provide useful information, while minimizing the cost. Whether it involves water infiltration problems, odor complaints or just general ventilation problems, Tidewater has the experience and training to help narrow the problem down to the root cause, so the problem can be solved. Field investigation and sampling typically includes:

• Visual inspection of the complaint area and surrounding areas for common causes of IAQ problems, such as water infiltration, dust accumulation, HVAC problems or other issues
• Collecting measurements of Temperature, Relative Humidity, Carbon Dioxide, Carbon Monoxide and airborne respirable particulate in the complaint area and surrounding areas
• Data-logging of various air quality parameters to determine how conditions vary during the work day, or over several days
• Targeted air, bulk or swab sampling to address specific complaints in occupied areas; • Comparison with available EPA, OSHA, ACGIH or other available guidelines for occupied areas.

NATIONAL CANCER INSTITUTE (NCI)

Tidewater provided consulting services at over thirty (30) locations at the National Cancer Institute (NCI), Frederick, Maryland. IAQ and mold investigations were conducted, as well as quality control oversight during remediation to ensure the effectiveness of response actions. Sampling and monitoring would typically include swab testing surface sampling and air sampling.

VORNADO/CHARLES E. SMITH

Tidewater provided indoor air quality assessments and complaint response investigations throughout the Vornado portfolio of commercial and residential properties in the Northern Virginia, Maryland and Washington, DC areas. These studies included moisture/mold inspections, sewage leaks, odor complaints and ventilation assessments.

ABATEMENT MONITORING

During the abatement of hazardous materials, on-site quality control industrial hygiene (IH) services are usually required to confirm that the materials are removed and disposed of in accordance with current regulations and the project specifications. Tidewater’s experienced Industrial Hygienists will continuously assess abatement contractor work practices and procedures, and collect daily air samples, to ensure compliance with approved work practices for the job site. Final clearance sampling can also be conducted as required by Federal or state regulations using either NIOSH 7400 Methodology (on-site analysis) or Transmission Electron Microscopy (laboratory analysis). Tidewater’s Industrial Hygienists are successful participants in the AIHA Asbestos Analytical Registry (AAR) Program. Services can include:

• Assess abatement contractor work practices and procedures to ensure compliance with applicable regulations and project specifications governing the abatement
• Conduct air monitoring (daily and final clearance samples) and worker exposure assessments during abatement activities in accordance with EPA/OSHA regulations to verify the effectiveness of the work area containment and adequacy of worker personal protective equipment(PPE)
• Conduct final clearance visual inspections and appropriate air or surface wipe sampling to verify the effectiveness of the abatement process prior to reoccupancy by other trades or building occupants.

ANNE ARUNDEL PUBLIC SCHOOLS

Between 2006 and 2016, Tidewater provided project management, industrial hygiene support, and compliance inspections to Anne Arundel County Public Schools (AACPS). Tidewater provided asbestos and lead-based paint inspections, abatement project design, air monitoring and oversight for AACPS facilities that are scheduled to undergo renovation activities.

HISTORIC FELL’S POINT RECREATION PIER

Tidewater was contracted to provide onsite abatement monitoring and contractor oversight during hazardous materials abatement and selective demolition activities at the Historic Fell’s Point Recreation Pier renovation project. The abatement included the removal and disposal of hazardous materials found throughout the interior and exterior of the structure.

ABATEMENT SPECIFICATIONS DEVELOPMENT

If hazardous materials have been identified in a building scheduled to be renovated or demolished, work protocols need to be established for the safe removal and disposal of these materials. Tidewater has trained and licensed Project Designers ready to help. These individuals are experienced in the preparation of project specifications for various hazardous materials in whatever format is necessary for the end user, and ensure compliance with EPA, OSHA, DOT and state regulations. Our approach emphasizes methods designed to be effective and cost efficient, while minimizing the impact on the overall renovation schedule. Tidewater can also assist in the preparation of building drawings showing the locations of materials to be removed and removal methods. Specifications can be designed to include:

• Locations and estimated quantities of materials to be abated
• Pre-abatement submittal requirements
• Licensing, training and experience requirements
• Abatement methods to be used
• Clearance procedures and standards

LEAD-SAFE WASHINGTON PROGRAMS

Since 2005, Tidewater has provided housing rehabilitation services to the District of Columbia Department of Housing and Community Development. Tidewater’s role included the initial lead-based paint inspections and risk assessments according to HUD protocols, and development of detailed Scopes of Work and Project Specifications to address identified lead hazards in the homes.

GSA IDIQ CONTRACT – HAZARDOUS MATERIALS (MTFA)

Tidewater performs pre-alteration hazardous materials assessments for renovation projects in GSA-owned federal buildings throughout the Mid-Atlantic region (Region 3). The projects involve design work for space planning and reconfiguration for relocation, swing space construction as well as HVAC and MEP upgrades for the facilities.

HAZARDOUS MATERIALS & INVESTIGATIONS

Tidewater has over a dozen trained and experienced hazardous materials building inspectors and risk assessors to assist during building renovation or demolition in the Mid-Atlantic region. These inspections are typically needed prior to start of work to identify any hazardous materials that might pose an exposure concern to building occupants or the contractors performing the work. Disturbance of these materials might also require Federal and state permitting, use of licensed remediation contractors and specialized waste stream disposal procedures. This is especially true for facilities built prior to 1981, but can also apply to newer structures depending on their use and history. These complications can have a serious impact on project timelines and costs.

• Asbestos-containing materials and lead-based paint or lead-containing materials
• Polychlorinated biphenyls (fluorescent light ballasts, transformers, electrical equipment, etc.)

GSA, FEDERAL OFFICE BUILDING 3 (FOB3)

Tidewater conducted hazardous material surveys for asbestos, LBP, PCBs and mercury in FOB3 and 18 ancillary buildings – 780,000 SF of building area and 420,000 SF of confined space/steam tunnels. The scope of work included remedial design with annotated floor plans using AutoCAD, managing hazardous material abatement, air monitoring and final clearance inspections.

ST. ELIZABETH’S HOSPITAL COMPLEX

Tidewater, Inc. conducted hazardous materials surveys for the presence of asbestos, lead based paint, PCBs, and mercury for the General Services Administration (GSA). The St. Elizabeth’s Hospital Complex, which is listed on the National Registry of Historic Places, is comprised of 131 buildings. Tidewater inspected all accessible areas for the presence of Hazardous Materials.

Since 2009, Tidewater has been providing a complete lineup of tank management services for over 226 aboveground and underground storage tanks, including 19 (>50,000 gallons) at 50 different sites throughout the Prince George’s County Public Schools (PGCPS).

TANK MANAGEMENT SERVICES, DOS

For more than five years, Tidewater supported the DoS with POL system inspections, replacements and upgrades. Using our own certified technicians, we have performed compliance inspections at facilities in >20 countries. We have removed existing USTs, installed new USTs/ASTs, and also installed dispenser systems, canopies, alarms, ATG systems among other upgrades.

SUSTAINABILITY

Tidewater has the staff expertise and experience, together with specialty industry partners, to prepare Installation Sustainability Action Plans (ISAP) and other sustainability documentation associated with Executive Order (EO) 13423 and 13514 as well as the DoD Strategic Sustainability Performance Plan (SSPP). In developing actions/milestones for this effort, which continues annually today, we documented performance in reaching goals for energy, water, vehicle fleet, waste, GHG emissions, and green procurement.

ENERGY PERFORMANCE TRACKING SERVICES, MEDCOM

Tidewater and its industry partners executed an EnergyStar Portfolio Manager update for the US Army’s Medical Command (MEDCOM), including validating utility meters, establishing a baseline for energy consumption, collecting all available utility bills and reviewing the implementation status of Energy Conservation Measures recommended under the Energy Master Plan.

ENVIRONMENTAL
PERMITTING SUPPORT

As a natural outgrowth of our hands-on environmental services for Federal, state, and local clients; Tidewater provides technical expertise to support environmental permitting needs and requirements. This service encompasses a wide range of permits from the relatively straight-forward acquisition of drilling permits for our drillers through sampling associated with NPDES and SPDES permits, Clean Air Act Title V support, and client support and resolution of Notices of Deficiency for RCRA operating permits. Our staff includes senior personnel well-seasoned in these environmental permitting arenas, allowing us to offer our clients an efficient means to comply with their specific permitting requirements and address any issues that may arise.

USAF – CANNON AFB, CHLORINE MONITORING WELL 5

Tidewater installed a residual chlorine monitoring system on supply well #5 at Cannon AFB, NM, in support of the base potable water supply permit. The system integrated with existing potable monitoring systems on-base, and also integrated into the Supervisory Control and Data Acquisition System (SCADA). This work was coordinated with other base water security tasks.

U.S. NAVY – WATER SUPPLY ANALYSIS AT 5 BASES

Tidewater performed sampling, analysis, and reporting at five naval bases in the Washington, DC, area. Monthly monitoring and reporting was performed to support the bases’ permit for their potable water supply. Samples were collected, anomalous results reported within 24 hours, and reports generated and provided to the client within 2 weeks of sample collection.

ENVIRONMENTAL ASSESSMENT

Tidewater’s full suite of environmental services includes environmental assessments under Federal regulations such as CERCLA Preliminary Assessments/Site Inspections (PA/SIs) and RCRA Facility Assessments (RFAs), and ASTM Phase I/Phase II Environmental Site Assessments (ESAs) to support commercial and private clients. Our experienced teams also incorporate state and/or local assessment requirements to provide an approach tailored specifically for the site in question. Tidewater’s environmental assessment experience has served numerous Federal agencies as well as commercial and private clients with thorough and accurate documentation of a site’s environmental condition, allowing our customer to incorporate the information into their decision-making process with confidence.

• PA/SIs performed, including Supplemental Site Inspections (SSIs), compliance with agency-specific PA/SI guidance, and tailoring of PA/SIs to meet client needs (e.g., incorporation of PA/SI requirements into MARSSIM Historical Site Assessment/Records Searches).
• Complete and thorough RFAs to identify all potential solid waste management units (SWMUs) at a facility.
• Phase I and Phase II ESAs in compliance with the latest ASTM standards (E1527 and E1903).

DOD – PA/SI AT JOINT BASE ANDREWS

Tidewater completed a PA/SI with supplemental site investigations at five sites at JBA, including two locations within the “Pathfinder” area which required additional clearance and escorts. Potential contaminants included a wide range, including pesticides in a former greenhouse area. Supplemental investigations were phased to coincide with agreement with stakeholders on sample locations and quantity to meet decision-making criteria.

PHASE II ESA, CSX RAIL CORRIDOR, WASHINGTON, DC

Performed a Phase II ESA at four Areas of Concern (AOCs) along the CSX corridor in SE Washington, DC, for CSX railroad. Soil and groundwater contamination was detected along this unused rail line. Recommendations included additional investigations to determine the nature and extent of contamination, along with a vigorous human health risk assessment prior to moving forward with future use by the city.

SITE RESTORATION

From the simplest, one day drilling job to a complex, multi-year remediation project, we pride ourselves on leaving the site at the completion of the project in equal or better condition than when we arrived. This includes addressing not only site conditions that are a direct result of our investigation or remediation, but those we are hired to correct and enhance. Well abandonment, backfill and grading, re-vegetation with grasses and native plants, and stream restoration are a few examples of the services we provide to all of our clients.

DOD – JBA MEETINGHOUSE CREEK

Implemented a design to stabilize the channel bed, banks, and adjacent floodplain of this stream at JBA, which utilized a Natural Channel Design (NCD) approach. Consisted of channel and floodplain excavation, grading, removal of concrete, installing in-stream structures, construction of bio-retention areas, and re-vegetation to improve water quality and enhance aesthetics.

DoD – Former Antigo AFS Site Restoration

Immediately following successful soil remediation at this DERP FUDS site, Tidewater backfilled and compacted to a maximum depth of 25 feet below grade, graded the surface area, applied 1 foot of topsoil, reseeded, and re-vegetated a half acre area to comply with client and private landowner requirements.

U.S. NAVY – WHITING FIELD NAVAL AIR STATION

Tidewater designed, installed, and is operating and maintaining a biosparging system to remediate volatile organic compounds in groundwater. System includes sparging, venting, groundwater, and soil gas monitoring wells.

DOD – FORMER LAFB – SITE 8 ISCO DESIGN

Based on a Pilot Study performed by Tidewater, we have designed the full-scale remedy, implemented in two phases, at this former Atlas missile site contaminated with TCE. Pilot Study parameters allowed us to refine the CSM and fine tune the full-scale remedy, overcoming the challenges presented by contamination present in two distinct saturated zones.

SITE CLOSEOUT

Site closeout occurs at the completion of remedial activities, but preparing for this important step can occur as early as completing the remedial design for the site. Tidewater has experience in complying with federal (CERCLA/RCRA, agency) requirements as well as state regulations for site closure at both federal and commercial sites. From remedy selection, design, construction, operation, through achieving cleanup goals, our staff identifies and incorporates site closure requirements in each step of the process. This proactive planning allows for a smooth transition during the site closeout once the remedy is deemed successful.

DOD – FORMER ANTIGO AIR FORCE STATION

Remediated over 2,000 tons of soil contaminated with chlorinated solvent, back-filled and compacted the excavation, covered with topsoil, and seeded the area for this DERP-FUDS site. Area of the site was closed under DoD’s program, as well as to the satisfaction of the private landowner.

DOD – FORMER TITAN MISSILE SITE, LOWRY 2B

Tidewater successfully remediated PCB and PAH contaminated soil at this former missile complex site east of Denver, Colorado, and abandoned existing site wells and re-vegetated areas to meet USACE requirements. Successfully prepared a Decision Document requiring no further action at the site. Site closeout included permanent sealing of access points on-site to deter entrance to subsurface features.

LONG TERM MONITORING

Long term monitoring (LTM) has quickly become a significant part of remediation lifecycle costs at sites with contaminated groundwater. Tidewater is proactive when addressing LTM requirements for our clients by utilizing more efficient data collection methods and more effective interpretation methods once the results come in to improve upon the LTM program while meeting regulatory requirements. Review of historical sampling trends leads to streamlining analytical methods as well as the number of monitoring wells sampled. Our optimization strategies, also used in operating remediation systems, allow us to meet federal and state monitoring requirements while minimizing costs to our clients.

DOD – LTM OF SWMUS AT MELROSE AFR

Performed LTM in 24 monitoring wells associated with the Melrose AFR Groundwater Quality Well Network and 5 SWMUs at an active bombing range in New Mexico. Tidewater personnel modified standard sampling procedures to address the need for 15 minute evacuation time for those wells present on the active bombing range.

DOD – LTM, FORMER TITAN MISSILE SITE

Tidewater performed LTM at a former Titan Missile Site south of Denver, CO. Monitoring of shallow and deep groundwater wells identified transmissive sand lenses in the confining layer, leading to installation of additional monitoring wells. Private landowner concerns immediately adjacent to the site required timely reporting to USACE and CDPHE throughout the project.

REMEDIATION SYSTEM OPERATION AND MAINTENANCE

NASA JPL SOURCE AREA TREATMENT SYSTEM O&M

Operating a 300-gpm source area treatment system to address chlorinated solvents and perchlorate in a 1,000-foot deep, 1-mile long plume. Activated carbon treatment removes VOCs, while a biological fluidized bed reactor address perchlorate, with subsequent reinjection of the treated water back to the aquifer. Optimization protocols saved the client $200k.

US NAVY – AIR SPARGING/SVE SYSTEM

Designed and constructed an in-situ air sparge/SVE system to remediate a benzene plume at a former UST site for the Navy. Received approval from the Texas Department of Environmental Quality (TDEQ) on the Corrective Action Plan (CAP) for the system, as well as approval for an air discharge permit. Complied with all federal and state requirements.

REMEDIAL ACTION

Tidewater’s Environmental Division offers cradle-to-grave services, and we pride ourselves on not only being able to define the nature and extent of contamination and design an appropriate solution, but we are well-versed in performing remedial actions for a plethora of wastes in environmental media. Through our experience over the years with nationwide remedial actions, we have compiled a collection of supporting subcontractors to provide local expertise. DOD – FORMER LINCOLN AFB ISCO GW TREATMENT

Tidewater designed an ISCO remedy for a former Atlas missile site near Lincoln, NE. Treatment required injecting KMnO4 solution into both the shallow and deep, bedrock aquifers to address chlorinated solvents in the groundwater. Aggressive and flexible injection program decreased contaminant concentrations 90% in only two treatments.

DOD – IRP SUPPORT, MCB CAMP PENDLETON

Removed 804 tons of pesticide-contaminated soil at this active military base. Discovery of additional areas of contamination during removal required geotechnical analysis to minimize shoring and soil stabilization requirements, thereby saving the client over $240k.

REMEDIAL DESIGN

Tidewater’s remedial design services are fully integrated with our investigation capabilities to provide cost-effective solutions to client needs in all forms of environmental media and locations. We have been called upon to design and implement remedial strategies based on feasibility studies, as well as to re-evaluate and redesign existing systems to achieve cleanup goals quickly. Use of environmental models (e.g., MODFLOW, VLEACH) to support developing an accurate, up-to-date Conceptual Site Model (CSM) feeds into our design processes to meet and exceed client expectations.

• In-situ injection systems, including chemical oxidation and bioremediation compounds.
• Thermal/fixation treatment onsite for pesticides/PCBs instead of landfill disposal.
• Use of permeable reactive barriers to mitigate solvents in groundwater, including mulch biowalls.
• Evapotranspiration/alternate landfill caps for leachate/methane control and carbon sequestration.
• Optimization studies to revise and enhance existing remedial systems to promote accelerated cleanup.

DOD-ISCO TREATMENT OF SOLVENTS IN GROUNDWATER

Designed an in-situ chemical oxidation (ISCO) system to treat chlorinated solvents in groundwater at the Former F.E. Warren AFB Atlas Missile Site 13. Developed a revamped CSM to fine tune system parameters to allow for flexible Pilot Testing of the injection array in fractured sandstone bedrock and five discrete water bearing zones. Incorporated sub-grade injection manifolds in the design to address private landowner concerns.

DOD – SOIL VAPOR EXTRACTION SYSTEM DESIGN

Performed site characterization, performed a Pilot Study, and designed a low-pressure, bio-venting SVE system at an active gasoline service station at Ft. Belvoir, VA. SVE system design included electrical control panel, pump and blower manifolds, SVE extraction well design, sizing of piping, and activated carbon polishing components.

REMEDIAL INVESTIGATION

Tidewater has extensive experience in conducting Remedial Investigations to support both CERCLA RIs as well as RCRA Facility Investigations (RFIs). Our project managers, engineers, geologists, and environmental scientists work closely with our clients to produce stream-lined, flexible sampling plans to meet the requirements of Federal and State regulators as well as other pertinent stakeholders. These investigations yield defensible, analytical results which define the nature and extent of contaminants present at highly complex sites. These results are therefore ready-made to assess these sites for human health and ecological risks, and fold into our remedial design capabilities.

• Fluent in CERCLA and RCRA requirements for federal contractors, including DoD, USDA, DOL, and DOS.
• Proficient in Phase I/Phase II Investigations, CERCLA RIs, RCRA Facility Investigations, and risk assessments.

DOD – FT. BELVOIR BRAC SUPPORT INVESTIGATIONS

Performed site inspections (SIs) and remedial investigations (RIs) at over 35 SWMUs, 9 AOPCs, and 40 disposal sites to support Base Realignment and Closure (BRAC). Sampled and analyzed over 300 soil and 250 groundwater samples via in-house DPT equipment and micro-purge techniques. Completed closure of 60% of SWMUs at least 2 months ahead of schedule.

DoD – FGOW Site Inspection

Conducted an Expanded SI of 3 AOCs to assess soil, surface water, sediment, and groundwater contamination. Performed a human health risk assessment as well as an ecological screening risk assessment to determine areas requiring future mitigation. Streamlined sampling and implementation allowed for project completion in 9 months to meet regulatory requirements.

WRNMMC BUILDING 1 – ELEVATOR MODERNIZATION

Under a Firmed Fixed Price Contract with NAVFAC Washington District, Tidewater undertook the modernization of five elevators, and their three corresponding machine rooms, at Walter Reed Military Medical Center, in the tower of building 1. Tidewater provided the field services necessary to overcome any unforeseen conditions and achieve all stated objectives associated with this project. This work included coordinating work in a fully operational hospital, coordinating outages with facilities, keeping on pace with an aggressive schedule, passing all inspections with the NAVFAC Elevator Inspector at the end of each phase, and bringing old, dated, elevators and machine rooms up to 2016 code compliance.

REPAIR BUILDING 122 AND STRUCTURAL REPAIRS TO BUILDINGS 124, 126, 129 & 131, SAN ANTONIO, TX

Under this $2.3m contract with USACE Ft Worth District Tidewater in installed a new fully addressable fire alarm/mass notification system and emergency lighting upgrades to Building 122 and made various structural repairs and life safety improvements to stabilize the concrete porches and supporting wood columns and steel structures (pipe columns) and expansion joints at Buildings 124, 126, 129 and 131

MEETINGHOUSE CREEK RESTORATION, JOINT BASE ANDREWS, MD

Under a $2.2M PBC with USACE Omaha District, Tidewater undertook the restoration of 3 Reaches of Meetinghouse Creek located at Joint Base Andrews (JBA) in Camp Springs, MD. Tidewater provided the field services necessary to achieve the storm water remedial objectives associated with project. This work included excavation, soil disposal, extensive erosion and sediment controls, re-grading and site restoration along 3500 linear feet of the stream.

NAVAL RESEARCH LABORATORY STEAMLINES, WASHINGTON DC

Tidewater was awarded this $4M contract by NAVFAC Washington to replace 3,316 lineal feet of suspected damaged steam supply and condensate piping in their entirety along with components. The ultimate goal was to restore the local integrity and reliability of the steam piping distribution in the area of work. Tidewater was tasked with maintaining the continuity of operations at the site including adequate supply of steam through the entire extent of the system currently connected to the steam plant. TO meet this requirement, Tidewater developed and implemented a phasing plan which backed steam service to buildings on the base without temporary steam generation units.

DESIGN-BUILD CONTRACT TO RENOVATE BUILDING 607A, FORT SAM HOUSTON, SAN ANTONIO, TX

Tidewater was awarded this $2.3M contract to by the Fort Worth District USACE to renovate Building 607A, a historical building built in 1885. The scope included the design and construction for the historical reuse of the building to accommodate approximately 30 staff personnel for administrative and training purposes by providing classrooms, teleconferencing/internet capabilities, restrooms and a break-room. All buildings on Fort Sam Houston are eligible to be on the list of the National Register of Historic Places, so the historic character of the property had to be retained and preserved.

FIRE SUPPRESSION SYSTEM UPGRADES –US EMBASSY DHAKA, BANGLADESH

The Dhaka Embassy Sprinkler Contract was awarded to Tidewater to provide Design/Build services for a new sprinkler system at the US Embassy in Dhaka Bangladesh. The project involved the removal and replacement of all the sprinkler heads and removal and replacement of the existing fire pump in the main embassy building. Most of the construction took place in Controlled Access Areas and was completed with Cleared American Workers. As a result of the outstanding work on this project Tidewater was awarded the OBO Small Business of the Year.

CONSTRUCTION MANAGEMENT SERVICES, HUD NATIONWIDE

Tidewater conducted inspections, and managed construction activities for government-owned properties across 8 Western States (AK, AR, CA, HI, ID, NV, OR, WA, GU) and 3 US Territories, Guam and Northern Mariana Islands. Evaluated an average of 240 properties each month across 8 states in the Western United States, as well as several Pacific Island areas. Adjust resource allocations to accommodate large changes in task order volume while maintaining our commitments to quality, pricing, and 6-day turnaround time. Utilized an internet-based system to allow inspectors to upload data, notes, digital photographs, and other documentation from remote sites, saving time and allowing immediate QC oversight. Managed >40 subcontractors at geographically diverse locations while meeting rapid scheduling demands. Reduced site costs 20% through use of local resources.

PROPERTY ASSESSMENT AND CONSTRUCTION MANAGEMENT WASHINGTON, DC

Since 2005, Tidewater has provided all phases of housing rehabilitation services in support of the District of Columbia Department of Housing and Community Development, including management of project financing. TIDEWATER’s SeaPort-e QUALITY ASSURANCE PROGRAM
Our Corporate QA/QC program provides the framework for establishing quality measures, monitoring performance, enforcing quality processes, and achieving continuous improvement. To maximize efficiency for SeaPort-e task orders, we have tailored our approved Corporate QA/QC Plan to satisfy Navy / Marine Corps contractual requirements, incorporate it into all phases of the contract, and use it as the guidance document for managing quality.

Tidewater has established QC procedures to control task order activities, using approved plans and processes that have been successfully approved and implemented for our previous and current NAVFAC contracts. We use a structured approach to quality management that incorporates a three phase QC process of inspections, testing, and controls. Tidewater’s approach to quality management is based on five key principles:

All staff whether working for the prime contractor or subcontractor understand and commit to the quality principle known as DIRTFT—Do It Right The First Time.
Project Managers are trained to be constantly vigilant for any deficiencies in operations that might result in a reduction in quality for any project-related process or task order deliverable.
Quality triggers represent points in Tidewater’s process management that alert Project Managers to a potential process breakdown that could threaten the quality of deliverables to the Navy / Marine Corps.
