SeaPort Enhanced (SeaPort-e) is the Navy’s vehicle for procuring a range of services for eligible entities via a multiple award contract (MAC) vehicle. Services offered under this contract are categorized into 22 functional areas:

CONTRACT TYPES & REGIONS
Tidewater’s SeaPort-e contract is an Indefinite Delivery / Indefinite Quantity (IDIQ) vehicle accessed via a wide range of contract types designed to provide eligible agencies flexibility in meeting their needs via a range of contract types. Available contract types are:
- Cost-Plus Fixed Fee (Completion or Term)
- Cost-Plus Incentive Fee
- Cost-Plus Award Fee
- Firm Fixed-Price
- Fixed-Price Incentive
Task orders may be solicited as full and open, limited to small businesses, or further limited to Small Disadvantaged Businesses (which Tidewater is) or other socio-economic programs.
SeaPort-e is organized geographically, by zones, which include the 50 United States.
Tidewater currently provides a variety of logistical, engineering, technical, facilities, and management support services in the five zones listed below.
Zone 1 – Northeast
Zone 2 – National Capital
Zone 4 – Gulf Coast
Zone 5 – Midwest
Zone 6 – Southwest
GETTING STARTED
The SeaPort-e portal offers a standardized means of competing solicitations amongst a large and diverse community of approved contractors. Further, the portal also offers a platform for awarding and managing performance-based task orders. As a result of this approach, SeaPort-e service procurement teams are able to offer best work products, practices, and approaches to both the eligible organizations and their business partners.
The Seaport-E Acquisition Portal (www.seaport.navy.mil) provides contract information, instructions for preparing task orders and SOWs, and procedures for the fully electronic task solicitation and ordering system.

Although Tidewater was awarded its Seaport contract on the merits of its own notable experience and capacities, it also welcomes teaming with qualified, experienced, reputable contractors. TIDEWATER’s SeaPort-e QUALITY ASSURANCE PROGRAM
Our Corporate QA/QC program provides the framework for establishing quality measures, monitoring performance, enforcing quality processes, and achieving continuous improvement. To maximize efficiency for SeaPort-e task orders, we have tailored our approved Corporate QA/QC Plan to satisfy Navy / Marine Corps contractual requirements, incorporate it into all phases of the contract, and use it as the guidance document for managing quality.
Tidewater has established QC procedures to control task order activities, using approved plans and processes that have been successfully approved and implemented for our previous and current NAVFAC contracts. We use a structured approach to quality management that incorporates a three phase QC process of inspections, testing, and controls. Tidewater’s approach to quality management is based on five key principles:
- All staff whether working for the prime contractor or subcontractor understand and commit to the quality principle known as DIRTFT—Do It Right The First Time.
- Project Managers are trained to be constantly vigilant for any deficiencies in operations that might result in a reduction in quality for any project-related process or task order deliverable.
- Quality triggers represent points in Tidewater’s process management that alert Project Managers to a potential process breakdown that could threaten the quality of deliverables to the Navy / Marine Corps.
- Quality triggers are established for both management of project information generated by office staff as well as data gathered by field personnel at the project site.
- Deficiencies identified through quality management must be addressed through Corrective Action Plans. (CAPs)
