An environmental engineer by profession, in 1997 I embarked on a journey to build a company based on the core values of making positive contributions to enhance the quality of living environments of our communities through innovative and sustainable solutions. These core values also focused on building a team that called “work” as well as “home” a happy place. Over the years, as we have achieved many milestones on both these fronts, we continue to strive to be a better company providing innovative solutions to our customers in a rapidly changing world, while also striving to become better ambassadors to our communities outside of our work life.
As we have continued to set the bar higher and higher for our firm, it has always been through carful considerations to fostering a sustainable work place and a safety culture that is unparalleled. While these considerations have enhanced the “out of the box” thinking and productivity of our work force they have also resonated well with our customers.

After completing my BS degree in Chemistry, I joined the Navy and became a Nuclear Submarine Engineering Officer where I learned the importance of teamwork in completing the mission. Since then I have provided client focused services and business management to multiple companies before settling at Tidewater in 2006, where the philosophy of being the best service provider with a focus on clients and maintaining the best teams in the industry has been a perfect match for my goals.
I have over 30 years’ experience managing businesses, projects and most importantly people. As Operations Manager of Tidewater, Inc. since 2008, I have provided operational over site of five Tidewater divisions, including environmental, radiological, construction, facilities management and industrial hygiene; for the past 8 years.
I have over 28 years of experience implementing Environmental Services, Compliance, Remediation, and Technology Projects. 17 years of experience managing DoD and EPA contracts totaling over $230M. Understands DoD, Navy, and Marine Corps environmental policies/requirements.
My experience includes managing over 400 FFP, CPAF, CPFF, and T&M TOs as Program Manager. Project management experience with industrial/commercial clients. In-depth experience in Materials Handling and Waste Management including Treatment and Disposal per RCRA, TSCA, and CERCLA. Strong working knowledge in environmental regulations including CWA, NEPA, CAA, and UST. Experience with regulatory negotiations. Leading roles in innovative technology development, testing, and implementation.
I have authored/co-authored several DoD guidance documents including Bioslurping, Biopiles, Air Sparging/SVE, and Remedy Optimization. I have also authored over 40 environmental science and engineering publications as peer-reviewed technical papers, monographs, proceedings, and books. I served on ASTM, ASCE, and WPCF committees on remediation and water/wastewater treatment.

I have been employed by Tidewater since 2011. Prior to working at Tidewater I worked for Battelle Memorial Institute in Columbus, Ohio. I graduated from the Ohio State University in 1996 with a degree in Civil Engineering. I have worked for over 20 years on Federal Government remediation and compliance projects.
I joined Tidewater in 2011 and serve as the Facilities Division Manager. In this role, I am responsible for leading a $10M annual line of business and manage/co-manage four offices and over 40 personnel Nationwide. I serve as Contract/Program Manager on 12 Department of Defense (DoD) facility maintenance contracts, simultaneously across 135 locations. In addition, I also support coordination of additional large-scale maintenance contracts for Housing and Urban Development (HUD) and US Army Medical Command (MEDCOM). The HUD work alone spans over 3,000 locations across a wide geographic area in the Southeast. Tidewater’s MEDCOM work includes facility maintenance/construction and program support at over six international locations. Finally, I am a Lead Advisor for Facility Maintenance and Management (FMM) Plus©, Tidewater’s Centralized Maintenance Management System (CMMS) solution.
Before joining Tidewater, I spent 20 years at Battelle Memorial Institute in the environmental product line. Over the last 5 years of my career at Battelle, I was leading the munitions response and installation sustainability service areas.
I am married and have a 11-year old son. In my free time, I enjoy spending time with my family and friends. I volunteer my time with coaching youth sports and also serve as President of my neighborhood homeowners association. I enjoy playing tennis and golf.
I have been with Tidewater for almost 10 years and serve as the Vice President in charge of Construction and Field Services out of our corporate headquarters in Elkridge, MD. In this role, I am responsible for construction contracts with Federal and Local Government clients with a value in excess of $50 million. I serve as the Contract/Program Manager on contracts for the USACE, NAVFAC, Department of State and GSA. Fergus is a registered professional engineer in the State of Maryland and I am a certified Project Management Professional
I have been providing construction management and engineering consulting services for more than 20 years. I have also worked on a broad array of projects including environmental remediation (including UXO and chemical ordinance removal), conventional construction, and design build services. I have worked on projects throughout the United States as well as in many countries overseas. In the late 90’s I managed several construction and remediation project in preparation for the 2000 Sydney Olympic Games in Sydney, Australia.
I am a native of Washington DC and still live in the area and I am an avid fan of the Capitals and Redskins. I am married and have 2 young boys. I love the outdoors and try to spend most of my free time hiking, biking, skiing, and camping. I currently serve as a Den Leader for my son’s Cub Scout troop.
I have been a Certified Public Accountant since 2014 and have practiced in this industry since 2009. With a concentration in the Architecture and Engineering industry, accepting a position at Tidewater was a great fit for me.
I hold a Master’s degree in Accountancy but have a strong passion for personal finance. I enjoy personal finance as I want to show others the freedom that they achieve through living on less as they become less leveraged with the assets they use on a daily basis.
However, in my free time, I enjoy exploring the world of music with others who share the same passion. It does not matter which medium that one displays their musical talent but only their desire to create and show a bit of their soul in the process.
My only hope is that through my life, I continue to learn new things and always seek to challenge myself.
I have been with Tidewater since 2009 as the contracts manager. My duties include supporting program and project managers in bidding on work, drafting teaming and joint venture agreements, writing subcontract agreements, and reviewing and negotiating prime contracts, task orders, and change orders. I also have experience drafting and supporting bid protests. I am a Certified Federal Contracts Manager and is instrumental in ensuring compliance with Tidewater’s contractual requirements.
Prior to joining Tidewater, I had over 25 years of progressing accounting and contracts management experience, including servicing as a financial controller for over 11 years. I also have over 20 years of Government contracts experience and over 10 years of property management experience.
I recently got married and reside in Virginia with my wife. I enjoy wine tasting, traveling, and hanging out with friends.
I have had the pleasure of working as the Human Resource/Payroll Manager for Tidewater since June 2014. I had previously worked for MARCOR Environmental for 10 years as the Office Manager for the Eastern Region. MARCOR and Tidewater have had a long working relationship and knowing the Management Team at Tidewater knew this would be a good fit and move in my career.
I joined Tidewater in 2013 and serve as the VP for the Radiological Services Division. I have over 35 years of radiological experience covering several different aspects of radiation protection ranging from power reactors to the regulatory side with the Nuclear Regulatory Commission. In my role, I am charged with establishing Tidewater’s Radiological Services as one of the premier radiological contractors in the remediation and closure arenas.
I have resided in California since 1982 where I live with my wife of 31 years and our children. I enjoy spending time with my family, running, and playing golf in my spare time
I was born and raised in Maryland, where I lives with my wife Courtney and son Alexander. I graduated from the University of Maryland at College Park in 1986 with a B.S. in Astronomy/Physics. My career started as an Industrial Hygienist at Biospherics, Inc. of Beltsville, Maryland, where I conducted asbestos inspections, Phase I Environmental Site Assessments and Indoor Air Quality Studies for various public school systems and commercial clients. I also helped to teach EPA asbestos and lead-based paint Inspector courses.
In 1995, I accepted a position as an Environmental Specialist/Project Manager with Vornado/Charles E. Smith (which later became EMCOR Government Services) in Arlington, Virginia. In this role, I was part of the Environmental Services Department that provided support to the company’s commercial and multi-family residential portfolio. Services included various industrial hygiene and environmental sampling and analysis, as well as preparation of management plans to ensure compliance with Federal and state regulations. While working for EMCOR, I completed my M.S. in Environmental Management (2002) at the University of Maryland University College.
In 2005, I became a Project Manager at EFI Global, Inc., where I managed and conducted numerous building inspections for hazardous materials, occupational exposure assessments and indoor air quality investigations for various commercial clients and insurance companies.
I joined Tidewater, Inc. in 2011 as Manager of the Environmental Health & Safety and Industrial Hygiene Division. Services provided include a wide range of occupational safety, industrial hygiene and hazardous materials disciplines, as well as program management and regulatory compliance. Tidewater’s priority is to provide high-quality, legally defensible, consulting services that address the root cause of the building owner’s or manager’s problem in the most efficient and cost effective manner possible.
I am a Vice President at Tidewater and I have over 29 years of hands-on environmental consulting experience providing services to attorneys, governmental, commercial and industrial clients involved in litigation, compliance, transactional due diligence, and site investigation and cleanup. I also manage Tidewater’s drilling services group and I have a deep knowledge regarding GeoProbe tooling and its advantages for client environmental investigation and drilling projects.
My experience includes conducting site investigation and site remediation, and valuing environmental liabilities for the purposes of insurance cost recovery, environmental litigation, site investigation and remediation, financial disclosure, indemnification and allocation, and strategic environmental management. I also assist clients address complex compliance issues involving major federal and state statutes and implementing regulations covering site cleanup, hazardous-waste management, wastewater and storm water discharges, mobile and stationary source emissions, and product safety.
I am currently supporting the United States Army Corps of Engineers, Baltimore, New England and Kansas City Districts. These projects include a former landfill, a Nike site and a former naval air station underground storage tank. Project success is based on an in-depth knowledge of federal and state requirements; detailed understanding of the project facts and technical elements; and achieving project results ahead of schedule and under budget.
I also assist private clients on transactional due diligence, dispute resolution and compliance and product stewardship matters. I recently assisted a private client acquire and manage over 300 acres in the Maryland Department of Environment Voluntary Cleanup Program (VCP); assisted a private client and its counsel address issues regarding failure to warn and presence of landslides and impact on real property development; and assisted a client in listing of surface washing agent on the National Contingency Plan (NCP) Schedule for Oil Spill Response Products.
